为助力特困行业纾困稳岗，有效对冲疫情影响，人力资源和社会保障部办公厅和国家税务总局办公厅近日发布通知，对特困行业阶段性实施缓缴养老保险、失业保险和工伤保险费政策。通知明确，缓缴适用于餐饮、零售、旅游、民航、公路水路铁路运输企业三项社保费的单位应缴纳部分。

The central government will allow companies to defer some insurance payments to support their business and those who face losing their jobs due to the effects of the COVID-19 epidemic. The Ministry of Human Resources and Social Security and State Taxation Administration has released a notice allowing companies in five sectors including catering, retail, tourism and transportation to defer the payment of their employees' insurance for pensions, unemployment and work-related injury.

5月5日召开的国务院常务会议指出，量大面广的中小微企业和个体工商户是稳经济的重要基础、稳就业的主力支撑，当前相关市场主体困难明显增多，要落实党中央、国务院部署，加大帮扶力度。会议指出，要抓紧把已确定的退税减税降费、缓缴社保费、物流保通保畅、推动企业复工达产等政策举措落实到位。

对特困行业阶段性实施缓缴养老保险、失业保险和工伤保险费政策是党中央、国务院统筹推进疫情防控和经济社会发展，对目前生产经营遇到特殊困难行业进行精准支持帮扶的重要举措。据测算，上述缓缴费款政策可以为企业和个人增加800多亿元的现金流，对缓解这些行业特别是中小微企业、个体工商户的资金压力、稳定就业、共渡难关，起到重要的支撑作用。
