为支持多渠道灵活就业，1月8日，人力资源和社会保障部发布《关于加强零工市场规范化建设的通知》（以下简称“通知”），要求各地零工市场将重点提供灵活就业岗位供求信息撮合、职业指导、就业技能培训等服务。

The Chinese Ministry of Human Resources and Social Security (MOHRSS) issued a circular on January 8, aiming at bolstering flexible and informal employment. The MOHRSS urged odd-jobs markets to match supply and demand concerning flexible and informal jobs, and provide training to improve the employability and entrepreneurial skills of job seekers.

【知识点】

零工市场是向灵活就业人员与用工主体提供就业服务的重要载体，对健全就业服务体系、优化人力资源配置、拓宽就业渠道具有重要作用。

根据人力资源和社会保障部发布的《关于加强零工市场规范化建设的通知》，各地要将零工市场纳入就业公共服务体系建设工作，整体谋划、统筹推进；要坚持公益性，对所有灵活就业人员免费提供规范可持续的基本就业公共服务。

通知同时提出，要坚持普惠性，面向社会开放，扩大城乡服务覆盖范围，提高零工市场服务均等化和可及性；要坚持灵活性，充分发挥灵活、快速服务优势，适应灵活就业人员求职需求和特点，提供多样化服务；要坚持兜底性，大力挖掘适合大龄和就业困难劳动者的就业岗位，兜底帮扶劳动者实现就业增收。

下一步，通知明确了将从服务功能、建设布局、运行模式、信息分析、服务能力等方面重点发力，全方位加强零工市场规范化建设。
